A skill is a SKILL.md — one line saying when to use it, then the procedure. Drop the folder into `.claude/skills/` and your agent picks it up.
Every skill here comes out three ways: copy the text, paste the link and let the agent fetch it, or download the bundle with every file it references inside. All three are the same document, and none of them needs an account.

There isn't one
Reading needs no account. Publishing needs a free Leumas account and nothing else.
There is no paid tier for either library and no plan that unlocks a part of it — the only ceilings are on how much disk one person can fill, and they are set where a real user will never meet them.
